Who We Are
The Coastal Safety and Awareness Initiative (COSAI) is a Nigerian safety, security, environmental, and public-awareness initiative established to promote safety, security, environmental responsibility, emergency preparedness, and sustainable development within Nigeria’s coastal, riverine, and maritime communities.
The initiative was conceived in recognition of the strategic importance of Nigeria’s extensive coastline, inland waterways, ports, rivers, creeks, coastal roads, fishing communities, marine industries, and other maritime assets to national development.
These areas support transportation, fishing, trade, tourism, energy production, employment, and other economic activities, while also exposing communities and infrastructure to risks such as boat accidents, drowning, marine pollution, oil spills, flooding, insecurity, unsafe transportation practices, and other coastal hazards.
Background and Development
The development of COSAI is rooted in the growing need for stronger public participation in coastal safety and the prevention of avoidable accidents, environmental damage and security risks.
Experience has demonstrated that government agencies, security organisations, emergency-response institutions and other authorities cannot achieve sustainable safety outcomes alone. Communities, schools, businesses, transport operators, road users, fishermen, maritime workers and other stakeholders must understand their responsibilities in preventing accidents, protecting the environment and responding appropriately to emergencies.
COSAI therefore emerged as an advocacy and awareness platform designed to bridge the gap between government safety policies and community-level understanding and practice.
From its foundation, the Initiative adopted a preventive approach to safety rather than waiting for accidents, disasters or security incidents to occur. Its philosophy is that public awareness, education, training, early reporting, responsible behaviour and community participation are essential components of effective safety management.
Expansion of the Initiative’s Focus
As its objectives developed, COSAI adopted a broad and integrated approach to safety and community development.
Its areas of interest include:
*Coastal and maritime safety awareness.
*Maritime security awareness.
*Prevention of drowning and "water-related accidents;
"Safety education for coastal and riverine communities;
*Marine environmental protection;
*Pollution and oil-spill awareness;
*Safe use of boats and waterways;
*Emergency preparedness and response awareness;
*Safety along coastal infrastructure and roads;
*Community safety education and sensitisation;
*Occupational health and safety awareness;
*Capacity building, training and public safety campaigns; and
Collaboration with government institutions, private organisations, communities and other relevant stakeholders.
This integrated approach recognises that coastal safety is interconnected with environmental protection, transportation, public health, infrastructure, security, emergency management and economic development.
Government and Institutional Engagement
A major component of COSAI’s development has been its emphasis on constructive engagement with Nigerian government institutions and relevant stakeholders.
The Initiative has identified opportunities for cooperation with institutions responsible for education, health, transportation, maritime affairs, infrastructure, environmental protection, revenue administration, national orientation and petroleum-sector regulation.
Its engagement strategy includes courtesy visits, partnership proposals, advocacy memoranda, stakeholder consultations, safety campaigns, training programmes and community-based awareness activities.
COSAI believes that effective collaboration between government, communities, civil society, the private sector and professional organisations is essential for achieving sustainable improvements in coastal safety and public awareness.
Advocacy for Stronger Maritime Safety and Security
COSAI recognises that Nigeria’s maritime domain is critical to national security, economic development, food security, transportation, and international trade.
The Initiative therefore advocates for stronger public awareness and institutional cooperation in addressing maritime safety and security challenges, including unsafe navigation, overcrowded boats, inadequate safety equipment, drowning, accidents on waterways, illegal activities, marine pollution and other threats affecting coastal communities.
COSAI also supports greater awareness of the responsibilities of boat operators, passengers, fishermen, maritime workers, coastal businesses and communities in maintaining safe waterways.
The initiative promotes the principle that maritime safety should be treated as a shared responsibility involving government institutions, enforcement agencies, emergency responders, operators, communities, and individual members of the public.
Coastal Infrastructure and Road Safety
COSAI has also recognised the importance of safety and security in the development of Nigeria’s coastal infrastructure and national coastal road network.
The Initiative advocates that safety considerations should be incorporated into the planning, design, construction, operation and maintenance of coastal roads, bridges, waterways, transport terminals and other infrastructure.
Such considerations should include:
road-user safety, pedestrian protection, emergency access, flood resilience, environmental protection, security awareness, signage, community sensitisation and emergency-response preparedness.
COSAI believes that infrastructure development should not only provide connectivity and economic opportunities but should also protect lives, communities and the environment.
Environmental Protection and Climate Resilience
The protection of Nigeria’s coastal and marine environment is another important component of COSAI’s mission.
Coastal communities face environmental challenges including: marine litter, oil pollution, erosion, flooding, habitat degradation and other forms of environmental damage.
COSAI promotes public education on responsible waste disposal, pollution prevention, protection of waterways, environmental conservation and community participation in maintaining clean and safe coastal environments.
The Initiative also recognises the importance of climate resilience and disaster preparedness, particularly for vulnerable coastal and riverine communities.
